Who regulates gambling in Germany
The regulator here is Gemeinsame Gluecksspielbehoerde der Laender (GGL), and it publishes its enforcement decisions by name. You can check any licence claim yourself in its own register.
2 of the 9 casinos listed here hold a licence from that regulator. The rest serve players in Germany under a licence issued somewhere else, which is legal in some markets and not in others. The practical difference is where you complain when something goes wrong: a locally licensed operator answers to a body in your jurisdiction, and one licensed offshore does not.
The whitelist is the German licence register and is authoritative, but it is DOMAIN-scoped: an operator listed for bet-at-home.de is permitted for that domain only, never for its .com. Permits are also per gambling type, so a company can be whitelisted for sports betting and not for virtual slots. Separately, the 'oeffentliche Abmahnungen' page is the only named-operator enforcement list the GGL publishes about its own licence holders, and as of 08.07.2026 it is entirely empty - so absence from it is weak evidence. Larger enforcement (prohibition orders, fines) is reported only in aggregate in the annual activity report, without operator names.
